VOTERS MANDATORY BIOMETRICS DATA

Starting July 1, 2013 the Commission on Elections shall conduct validation of registered voters whose biometrics has not been captured at their offices in every city and municipality. 
BIOMETRICS refers to the quantitative analysis that provides a positive identification of an individual such as voice, photograph, fingerprint, signature, iris and/or such other identifiable features.

All of those registered voters on record without biometric data shall be required to undergo biometrics data capture, i.e., a digital photograph is taken of the registrant, his fingerprints are digitally taken, and his signature is electronically recorded.

     The October 28, 2013 Barangay Elections in the municipality has been generally peaceful, orderly and relatively smooth where the Eighty Six (86) election precincts and One (1) Detainee Special Polling Precinct (DSPP) open on time and no reported precincts failed to function nor untoward incidents recorded.

Odiongan, Romblon – On October 17, 2013, 5:00pm, at closing of filing of Certificate of Candidacy the local office of Commission on Elections recorded a total receipt of Five Hundred Sixty (560) COCs. For Punong Barangay Sixty Six (66) vie for the position while Four Hundred Sixty Four (464) for Barangay Kagawads. 
      It was noted that candidate for Punong Barangay in Barangays Batiano, Gabawan and Malilico are all unopposed. Said candidates are all incumbent Punong Barangay.

   Talking about the Barangay and SK Elections! Well, again there are words in circulation for its postponement. Why? As recently elected politician opines, it would entail additional expenditures for they have to return back the support given to them during the last election by the would be barangay candidates! Plausible indeed! But isn't Barangay and SK elections a non-partisan in nature and character? Really? Why worry for the expenditures?

ELECTION CONTRIBUTIONS AND EXPENDITURES

STATEMENT OF CONTRIBUTIONS & EXPENDITURES
            Rule 8, Section 2 of COMELEC Res. No. 9476 dated June 22, 2012 provides that, “Not later than thirty (30) days after the day of election, every candidate shall file in triplicate with the offices of the Commission where he filed his certificate of candidacy except for national positions which should be filed with the Campaign Finance Unit, a full, true and itemized statement of all contributions and expenditures in connection with the elections. Within the same period, the treasurer of every party that participated in the elections shall file with the Campaign Finance Unit of the COMELEC the party's statement of election contributions and expenditures.”

COMELEC CLARIFIES CPA RULE

The Commission on Elections today reminded candidates of a provision on COMELEC Resolution No. 9615 which laid down the implementing rules and regulations of Republic Act 9006 of the Fair Elections Act that “Parties and independent candidates may, upon authority of the Commission, through the City or Municipal Election Officer (EO) concerned, erect, AT THEIR EXPENSE, common poster areas wherein they can post, display, or exhibit their election propaganda to announce or further their candidacy.”

2013 AUTOMATED ELECTIONS ON THE GO


The Comelec will push through with the 2013 Automated Election System notwithstanding the absence of the controversial source code. Chairman Sixto S. Brillantes, Jr. said “the Technical Evaluation Committee (TEC) has just given its go signal for Comelec to use the AES for the 2013 elections.”

“Manual (election) is already impossible with the certification issued by TEC. We are going to proceed automated no matter what happens, source code is there or not. It is not necessary,” he said.

CAUTION TO CANDIDATES

      
Pols told: Remove prematurely placed election propaganda before the start of campaign period

Remove or else.
The Commission on Elections (COMELEC) today told all candidates vying for Senatorial and Partylist seats in the May 13, 2013 National and Local Elections to remove all prohibited election propaganda before the start of the campaign period.
The start of the campaign period for candidates for national positions will be on February 12, 2013. In the case of local candidates, the campaign period starts March 29, 2013.
COMELEC Chairman Sixto S. Brillantes Jr. cited Sec. 25 of COMELEC Resolution No. 9615 which provided the rules and regulations implementing Republic Act No. 9006 or the Fair Election Act in connection with the May 13, 2013 elections.

On January 16, 2013 Resolution No. 9616 was issued by the Commission on Elections as the General Instructions for the implementation, monitoring, investigation, prosecution of any  violation of Campaign Finance Rules as embodied in Resolution No. 9476, as amended, including the sample of proper  forms to be utilized by all concerned.

     This rule issued by the Commission on Elections under Resolution No. 9476 dated June 22, 2012 applies to all election contributions and expenditures in connection with the conduct of elections and shall be construed to promote effective and efficient implementation of keeping election spending in accordance with existing rules and pertinent election laws.

In connection with the conduct of the May 09, 2016 Automated Synchronized National and Local elections, there  is  an  imperative  need  to  provide sufficient  uninterrupted  electrical power  supply  during  the  critical  days  of  the elections, Comelec reiterated.

VOTERS' PLEDGE

I will educate myself and others about the issues at hand so that my vote is a meaningful and relevant exercise of my right of suffrage.
