COMELEC Resolution No. 10204

IN THE MATTER OF DEPUTIZING THE ARMED FORCES OF THE PHILIPPINES (AFP) AND THE PHILIPPINE NATIONAL POLICE (PNP) FOR THE PURPOSE OF ENSURING FREE, ORDERLY, HONEST, PEACEFUL AND CREDIBLE CONDUCT OF THE OCTOBER 23, 2017 BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS

WHEREAS, Article IX-C, Section 2 (4) of the 1987 Constitution empowers the Commission on Elections (Commission) to deputize, with the concurrence of the President, law enforcement agencies and instrumentalities of the Government, including the Armed Forces of the Philippines (AFP), for the exclusive purpose of ensuring free, orderly, honest, peaceful and credible elections;

IN THE MATTER OF THE ENFORCEMENT OF THE PROHIBITION AGAINST APPOINTMENT OR HIRING OF NEW EMPLOYEES; CREATION OR FILLING UP OF NEW POSITIONS; GIVING SALARY INCREASES; TRANSFER OR DETAIL OF CIVIL SERVICE EMPLOYEES; AND SUSPENSION OF ELECTIVE LOCAL OFFICIALS IN CONNECTION WITH THE OCTOBER 23, 2017 SYNCHRONIZED BARANGAY AND SANGGUNIANG KABATAAN (SK) ELECTIONS

The Commission on Elections, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, and other election laws, RESOLVES, as it hereby RESOLVED to promulgate, the following rules to implement the provision of Section 261 subsections (h) and (x) of the Omnibus Election Code, and Section 5 of Republic Act No. 10923:

WHEREAS, the Commission on Elections (Commission) promulgated on 5 September 2017 a resolution in EM No. 17-003 (BRGY), entitled "In Matter of Whether or Not to Postpone the 23 October 2016 Barangay and Sangguniang Kabataan Elections (BSKE) in Mindanao".

RULES AND REGULATIONS GOVERNING BAN ON CONSTRUCTION OR MAINTENANCE OF BARANGAY-FUNDED ROADS AND BRIDGES IN CONNECTION WITH THE OCTOBER 23, 2017 SYNCHRONIZED BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS

The Commission on Elections, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code (OEC), and other election laws, has RESOLVED, as it hereby RESOLVES to promulgate the following rules and regulations to enforce the prohibitions provided under Section 4 of Republic Act 10923 in relation to Section 261 (v) and (w) of the OEC.

VOTERS' PLEDGE

I am a Responsible and Principled Citizen.

I will educate myself and others about the issues at hand so that my vote is a meaningful and relevant exercise of my right of suffrage.

I pledge to vote for candidates who will abide by the duly constituted rules on campaigning because I understand that those who refuse to obey the law in the little things are not likely to obey the law in the more important things;

I pledge to vote for candidates who, by word and action, renounce violence, coercion, vote-buying, and corruption as means for getting elected;

I pledge to vote for the candidates who listen to their constituents and are responsive to the needs and aspirations of those they seek to represent;

I pledge to vote as my conscience dictates in all elections.

I make these promises freely and upon my honor.
