COMELEC Resolution No. 10214

RESUMPTION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS IN CONNECTION WITH THE MAY 14, 2018 SYNCHRONIZED BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS (BSKE).

WHEREAS, Republic Act No. 10952 otherwise known as “An Act Postponing the October 2017 Barangay and Sangguniang Kabataan Elections, Amending for the Purpose Republic Act No. 9164, as Amended by Republic Act No. 9340, Republic Act No. 10632, Republic Act No. 10656 and Republic Act No. 10923 And For Other Purposes”, was passed into law which effectively postpones the Synchronized Barangay and Sangguniang Kabataan Elections (BSKE) from October 23, 2017 to the second Monday of May 2018, that is on May 14, 2018;

Bautista himself made the announcement in a post on his twitter account @ChairAndyBau on Wednesday.

WHEREAS, on October 23, 2017, the Commission on Elections will hold a Synchronized Barangay and Sangguniang Kabataan Elections;

WHEREAS, there is a need to regulate election campaign expenses to promote fairness to all candidates and guarantee equal access to opportunities for public service;

WHEREAS, requiring all the candidates to file Statement of Contributions and Expenditures will deter excessive election spending and minimize the adverse impact of money in the electoral exercise;

GUIDELINES ON THE FILING OF CERTIFICATE OF CANDIDACY IN CONNECTION WITH THE OCTOBER 23, 2017 SYNCHRONIZED BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS
The Commission on Elections, by virtue of the 1987 Constitution, the Omnibus Election Code, Republic Act Nos. 71609164, 9340 and 10742, 101731065610923 and other election laws, hereby RESOLVED as it hereby RESOLVES to promulgate the following guidelines on the filing of Certificates of Candidacy (COCs) in connection with the October 23, 2017 Synchronized Barangay and Sangguniang Kabataan Elections.
SECTION 1. Officials to be Elected. - The officials to be elected in each Barangay are the following:
a.    For the Barangay Elections: One (1) Punong Barangay and seven (7) Members of the Sangguniang Barangay (SB).
b.    For the SK Elections: One (1) Chairperson and seven (7) Members of the SK.

CALENDAR OF ACTIVITIES AND PERIODS OF CERTAIN PROHIBITED ACTS IN CONNECTION WITH THE OCTOBER 23, 2017 SYNCHRONIZED BARANGAY AND SANGGUNIANG KABATAAN (SK) ELECTIONS

WHEREAS, on October 23, 2017, the Commission on Elections will hold a Synchronized Barangay and Sangguniang Kabataan elections;
WHEREAS, in relation to the October 23, 2017, Synchronized Barangay and Sangguniang Kabataan elections, some periods and dates prescribed by law for certain pre-election acts are no longer reasonably possible to observe;
WHEREAS, the Commission on Elections finds it necessary to adjust, as it hereby adjusts, said dates or periods to ensure accomplishments of certain pre-election acts prescribed by law, pursuant to its authority under Section 29 of Republic Act No. 6646, thus:
SEC. 29Designation of Other Dates for Certain Pre-election Acts. - If it should no longer be reasonably possible to observe the periods and dates prescribed by law for certain pre-election acts, the Commission shall fix other periods and dates in order to ensure accomplishment of the activities so voters shall not be deprived of their right of suffrage.”

Taong 1962 nang nilagdaan ni Pangulong Diosdado Macapagal ang Proklamasyon Blg. 28 na nagbigay-daan sa pagpapalit ng araw ng kasarinlan ng Pilipinas mula Hulyo 4 tungong Hunyo 12. Ang ganitong makabansang hakbang ng dating pangulo ay itinuring ng marami bilang paggiit sa soberanya ng ating bansa sa pagbabalik sa orihinal na petsa na idineklara ni Heneral Emilio Aguinaldo, pangulo ng pinakamatandang republika sa Asya, na noo’y buhay pa. Samakatuwid, kinilala ang pangyayaring ito bilang isang radikal na pagtatangka natin na kumawala sa pagiging neo-kolonya ng Estados Unidos, ang dati nating mananakop. Gayunpaman, isang nakakalungkot na katotohanang tila hindi nabigyan ng lubos na pagkilala at halos nalilimot na ang totoong indibidwal na siyang may orihinal na pakana sa pagsasabatas na ito - si Prop. Gabriel F. Fabella, ang tinaguriang ‘Ama ng Hunyo 12.” Sino ba si Fabella? Higit pa sa pagiging historyador at guro ng Unibersidad ng Pilipinas, siya rin ay naging mandudula, mamamahayag, abugado, pulitiko, tagapagtatag ng ilang samahan at mga paaralan, manunulat at Rizalista. Bagama’t produkto ng edukasyong kolonyal ng mga Amerikano, siya ay isang halimbawa ng isang natatanging indibidwal na matagumpay na bumangon mula sa kahirapan at nagdulot ng ibayong mga ambag at dangal sa kanyang mga kababayang Pilipino, laluna sa mga taga-Romblon. Ang papel na ito ay isang pagtatampok sa talambuhay at mga pamana ni Fabella sa bansa. Bilang paggunita sa limampung taong anibersaryo ng nabanggit na kaganapan, susubukan ng papel na ito na patunayang hindi lamang nag-aaral, nagtuturo at nagsusulat ng kasaysayan ang isang historyador. May kapangyarihan din siyang lumikha at magdulot ng kasaysayan na may pakinabang sa antas pambansa.

AN ACT CONFERRING UPON MEMBERS OF THE SANGGUNIANG BAYAN, SANGGUNIANG PANLUNGSOD AND SANGGUNIANG PANLALAWIGAN, THE APPROPRIATE CIVIL SERVICE ELIGIBILITY UNDER CERTAIN CIRCUMSTANCES, AND FOR OTHER PURPOSES

VOTERS' PLEDGE

I am a Responsible and Principled Citizen.

I will educate myself and others about the issues at hand so that my vote is a meaningful and relevant exercise of my right of suffrage.

I pledge to vote for candidates who will abide by the duly constituted rules on campaigning because I understand that those who refuse to obey the law in the little things are not likely to obey the law in the more important things;

I pledge to vote for candidates who, by word and action, renounce violence, coercion, vote-buying, and corruption as means for getting elected;

I pledge to vote for the candidates who listen to their constituents and are responsive to the needs and aspirations of those they seek to represent;

I pledge to vote as my conscience dictates in all elections.
