FATHER OF JUNE 12, PHILIPPINE INDEPENDENCE DAY

      Former President Diosdado D. Macapagal issued Proclamation No. 28 endorsing to the Congress the urgency of enacting a measure to fix June 12 as Philippine Independence Day. Two years later, Republic Act No. 4166 proclaiming June 12 as Independence Day and July 4 as Philippine Republic Day was signed and approved by President Macapagal. This surprised many who were accustomed to July 4 as the celebration of the Philippine Independence, however, President Macapagal’s proclamation drew overwhelming support from the public, civic organizations, professional associations, and even political parties. While the former president received praises for this act, the Filipinos should also recognize the person who actually fathered the idea of June 12 as Philippine Independence Day – Gabriel F. Fabella.

SUPPLEMENTAL RULES AND REGULATIONS OF RESOLUTION NO. 10549 PROMULGATED ON JULY 18, 2019 ON THE RESUMPTION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS
WHEREAS, on July 18, 2019, the Commission on Elections (Commission) promulgated Resolution No. 10549 providing for the Rules and Regulations on the Resumption of the System of Continuing Registration of Voters for the May 9, 2022 National and Local Elections which will start on July 6, 2020;
WHEREAS, by virtue of Republic Act No. 11462 signed into law by President Rodrigo Roa Duterte on December 3, 2019, the May 11, 2020 Barangay and Sangguniang Kabataan Elections (BSKE) was postponed to December 5, 2022;

RULES AND REGULATIONS ON THE RESUMPTION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS
Pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, Republic Acts No. 81891036610367 and other related registration and election laws, the Commission on Elections (Commission) RESOLVED, as it hereby RESOLVES, to promulgate the following rules and regulations to govern the resumption of the system of continuing registration of voters in connection to the May 11, 2020 Barangay and Sangguniang Kabataan Elections and May 9, 2022 National and Local Election:

VOTERS' PLEDGE

I am a Responsible and Principled Citizen.

I will educate myself and others about the issues at hand so that my vote is a meaningful and relevant exercise of my right of suffrage.

I pledge to vote for candidates who will abide by the duly constituted rules on campaigning because I understand that those who refuse to obey the law in the little things are not likely to obey the law in the more important things;

I pledge to vote for candidates who, by word and action, renounce violence, coercion, vote-buying, and corruption as means for getting elected;

I pledge to vote for the candidates who listen to their constituents and are responsive to the needs and aspirations of those they seek to represent;

I pledge to vote as my conscience dictates in all elections.

I make these promises freely and upon my honor.
