SUPPLEMENTAL RULES AND REGULATIONS OF RESOLUTION NO. 10549 PROMULGATED ON JULY 18, 2019 ON THE RESUMPTION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS
WHEREAS, on July 18, 2019, the Commission on Elections (Commission) promulgated Resolution No. 10549 providing for the Rules and Regulations on the Resumption of the System of Continuing Registration of Voters for the May 9, 2022 National and Local Elections which will start on July 6, 2020;
WHEREAS, by virtue of Republic Act No. 11462 signed into law by President Rodrigo Roa Duterte on December 3, 2019, the May 11, 2020 Barangay and Sangguniang Kabataan Elections (BSKE) was postponed to December 5, 2022;
WHEREAS, in view of the foregoing and in compliance with the mandate of Republic Act No. 8189 entitled "The Voter's Registration Act of 1996", there is a need to commence earlier the resumption of the system of continuing registration of voters;
WHEREAS, there is a need also to clarify the payment of Election Registration Board (ERB) members' honorarium during the conduct of verification and certification of the Election Day Computerized Voters Lists and Posted Computerized Voters Lists for posting purposes ninety (90) days before the elections or on the date to be fixed by the Commission;
WHEREAS, the Commission shall likewise adopt cost efficient method in the reproduction of the application forms for the forthcoming resumption of the system of continuing registration;
NOW THEREFORE, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, Republic Acts No. 81891036610367 and other related registration and election laws, the Commission RESOLVED, as it hereby RESOLVES, to:
A.   Resume the conduct of the system of continuing registration of voters for the May 9, 2022 National and Local Elections (NLE 2022) starting January 20, 2020.

For the Province of Palawan, resumption of the system of continuing registration of voters will resume in Puerto Princesa City, except in the twenty-three municipalities of the Province of Palawan in view of the conduct of Plebiscite on May 11, 2020 pursuant to Resolution No. 
10620 dated November 12, 2019;
B.   Adjust the period of reception of the applications and amend Chapter I, Sections 4 (2), Section 5 (B), and Section 10, Resolution No. 10549, to read as follows:
SEC. 4. Date, time and place for filing of applications -Applications for:
1.    Registration, transfer of registration records, change/corrections of entries in the registration records, reactivation of registration records, inclusion of registration records and reinstatement of name in the list of voters; and
2.    Updating of records of Persons with Disabilities (PWDs), Senior Citizens and members of Indigenous Peoples' (IPs) or Indigenous Cultural Communities (ICCs) and other members of vulnerable sectors.
shall be personally filed at the Office of the Election Officer (OEO) of the city/ municipality where the applicant resides, during office hours, from 8:00 AM to 5:00 PM from Mondays to Saturdays including Holidays, based on the following schedules:
May 9, 2022 NLE:
Reception of applicants shall be from January 20, 2020 to September 30, 2021 except April 9 & 10, 2020 (Maundy Thursday and Good Friday); December 25, 2020, Friday (Christmas Day); April 1 and 2, 2021 Maundy Thursday and Good Friday).
SEC. 5. Period of filing, Hearing and Approval/Disapproval of applications. - The applications shall be heard by the Election Registration Board (Board) at the OEO, in accordance with the following schedule:

SEC. 10. Who may register. - Any Filipino citizen who is not yet a registered voter may apply for registration provided he/ she possesses the following qualifications:
1.    At least eighteen (18) years of age on or before May 9, 2022 National and Local Elections;
2.    A resident of the Philippines for at least one (1) year and in the place wherein he/ she proposes to vote, for at least six (6) months immediately preceding the May 9, 2022 National and Local Elections; and
3.    Not otherwise disqualified by law.
Any person, who has not reached the required voting age or period of residence on the day of registration but will possess such qualifications on or before the May 9, 2022 National and Local Elections may register as a voter.
C.   Require the OEOs, as provided in Chapter I Sections 7 and 8 of Resolution No. 10549, to mandatorily post, at least three (3) days prior to the conduct of satellite registration, the NOTICES of scheduled satellite registration in the city/municipality and OEOs bulletin boards, in the following sample format:

D.   Authorize the payment of the ERB members' honoraria in the conduct of verification and certification of the lists of voters and amend Chapter VII, Section 54 (2nd paragraph), Resolution No. 10549, to read as follows:
SEC. 54. ERB Certification of the Lists of Voters - x xx xx
For purposes of signing the Election Day Computerized Voters Lists and Posted Computerized Voters Lists during the conduct of verification and certification, each member of the ERB shall be paid honorarium based on the following:

E.   Direct the Information Technology Department (ITD) to provide immediately the OEOs with the technical protocol for the consolidation and extraction in the Voters' Registration System the registration records of voters who are qualified and eligible to vote for May 9, 2022 NLE.
F.   Direct the OEOs to perform .th e following:
1.    Configure the date of election to May 9, 2022 in the Voter's Registration System (VRS) in accordance to-the instructions issued by ITD;
2.    Consolidate and extract separately the registration records of voters who are qualified to vote for the May 9, 2022 NLE immediately after the October 18, 2021 ERB hearing; and
3.    After consolidation and extraction, generate and prepare simultaneously the Quarterly Progress Reports and Projects of Precincts for May 9, 2022 NLE within ten (10) days from the ERB hearing in time for the verification to be conducted by the personnel of the Election and Barangay Affairs Department.
G.  Authorize the Provincial Election Supervisors, subject to the confirmation of the Regional Election Directors, to approve various requests for transfer of registration venue during the last two (2) weeks of registration period to accommodate influx of registrants. For the National Capital Region, Davao City and Zamboanga City, the Regional Election Directors, exercising direct supervision, shall approve all requests for transfer of registration venue. All requests for transfer shall be at no cost to the Commission.
H.   Authorize the reproduction of registration forms using the prescribed format as adopted in Minute Resolution No 18-0066 dated January 25, 2018 with modification in so far as the removal of the label (EO, PES & Central File Copy).

There shall be one (1) set of application forms composed of three (3) copies, one of which shall have an acknowledgment receipt part at the bottom which shall be detached and issued to the applicants as proof of filing.
RESOLVED FURTHER, that all other provisions of Resolution No. 10549 insofar as applicable and not inconsistent herewith shall apply.
RESOLVED MOREOVER, that in the conduct of the resumption of the system of continuing registration of voters pursuant to this Resolution and Resolution No. 10549, the policy on the inclusivity and non-discriminatory process of registration, the promotion of gender equality and sensitivity, and observance of cultural practices and ethnic traditions shall be mandatory and strictly observed by the OEO.
RESOLVED FINALLY, that this Resolution shall take effect seven (7) days after its publication in two (2) daily newspapers of general circulation in the Philippines.
The Education and Information Department is hereby directed to cause the widest dissemination of this Resolution and its publication.
Let the Executive Director, Deputy Executive Director for Operations, Election and Barangay Affairs Department, Information Technology Department, Regional Election Directors, Provincial Election Supervisors and Election Officers implement this Resolution.
