Trust is the “firm belief in the reliability, truth, ability, or strength of someone or of something.” In this sense, it is the basic foundation of our representative democracy which operates on the strength of trust: People entrust their care and welfare to periodically chosen representatives who promulgate and implement the laws that our society needs. These representatives are our senators and congressmen – the members of the legislative branch who pass our laws, and the president and vice president of the executive branch, who implement these laws.

GUIDELINES FOR FILING OF CERTIFICATE OF CANDIDACY

        Pursuant to Comelec Resolution No. 10924 dated June 7, 2023, herewith are the guidelines for Filing of Certificate of Candidacy for October 30, 2023, Barangay and Sangguniang Kabataan Elections. (BSKE). Per Comelec Resolution No. 10905, the period for filing a certificate of candidacy is on August 25, 2023, up to September 2, 2023.

WHEREAS, the Commission on Elections (Commission) has promulgated on March 22, 2023 Resolution No. 10902 entitled "REVISED CALENDAR OF ACTIVITIES AND PERIODS OF CERTAIN PROHIBITED ACTS IN CONNECTION WITH THE OCTOBER 30, 2023 SYNCHRONIZED BARANGAY AND SANGGUNIANG KABATAAN (SK) ELECTIONS" prescribing the activities, periods and prohibited acts in connection with the October 30, 2023 Synchronized Barangay and Sangguniang Kabataan Elections (BSKE);

261. (a) Vote-buying and vote-selling. –

 

(1) Any person who gives, offers or gives or promises any office or employment, franchise or grant, public or private, or makes or offers to make an expenditure, directly or indirectly, or cause an expenditure to be made to any person, association, corporation, entity, or community in order to induce anyone or the public in general to vote for or against any candidate or withhold his vote in the election, or to vote for or against any aspirant for the nomination or choice of a candidate in a convention or similar selection process of a political party.

 

(2) Any person, association, corporation, group or community who solicits or receives, directly or indirectly, any expenditure or promise of any office or employment, public or private, for any of the foregoing consideration.

         

(b) Conspiracy to bribe voters. – Two or more persons, whether candidates or not, who come to an agreement concerning the commission of any violation of paragraph (a) of this section and decide to commit it.

FATHER OF JUNE 12, PHILIPPINE INDEPENDENCE DAY

      Former President Diosdado D. Macapagal issued Proclamation No. 28 endorsing to the Congress the urgency of enacting a measure to fix June 12 as Philippine Independence Day. Two years later, Republic Act No. 4166 proclaiming June 12 as Independence Day and July 4 as Philippine Republic Day was signed and approved by President Macapagal. This surprised many who were accustomed to July 4 as the celebration of the Philippine Independence, however, President Macapagal’s proclamation drew overwhelming support from the public, civic organizations, professional associations, and even political parties. While the former president received praises for this act, the Filipinos should also recognize the person who actually fathered the idea of June 12 as Philippine Independence Day – Gabriel F. Fabella.

WHEREAS, on July 18, 2019, the Commission on Elections (Commission) promulgated Resolution No. 10549 providing for the Rules and Regulations on the Resumption of the System of Continuing Registration of Voters for the May 9, 2022 National and Local Elections which will start on July 6, 2020;
WHEREAS, by virtue of Republic Act No. 11462 signed into law by President Rodrigo Roa Duterte on December 3, 2019, the May 11, 2020 Barangay and Sangguniang Kabataan Elections (BSKE) was postponed to December 5, 2022;

VOTER'S REGISTRATION

Last October 25, 2018 hearing the Election Registration Board (ERB) considered and approved the herein List of application for registration, correction, transfer, reactivation of registration record received during the July 2, 2018 – September 29, 2018 registration of voters.

VOTERS' PLEDGE

I am a Responsible and Principled Citizen.

I will educate myself and others about the issues at hand so that my vote is a meaningful and relevant exercise of my right of suffrage.

I pledge to vote for candidates who will abide by the duly constituted rules on campaigning because I understand that those who refuse to obey the law in the little things are not likely to obey the law in the more important things;

I pledge to vote for candidates who, by word and action, renounce violence, coercion, vote-buying, and corruption as means for getting elected;

I pledge to vote for the candidates who listen to their constituents and are responsive to the needs and aspirations of those they seek to represent;

I pledge to vote as my conscience dictates in all elections.

I make these promises freely and upon my honor.
